How to register an alojamento local in Porto in 2026: steps, deadlines and where new ones are allowed
To register an alojamento local (AL) in Porto, you file a prior communication with a deadline (comunicação prévia com prazo) on the Gov.pt business counter, pay the fee, and wait for the municipality: 60 business days, or 90 if the property is in a containment area. Whether you can register at all depends on the parish. In the five containment areas, new registrations are only authorized in the exceptional cases the city regulation lists. In the other ten parishes there is a maximum number of new registrations.
The steps
According to the city's municipal portal, the registration is filed online: search for the service on Gov.pt, choose the district and municipality, review the requirements, submit the prior communication and pay the fee. The municipal services carry out an inspection (vistoria) and check the requirements. The inspection fee is paid beforehand, and if the inspection does not take place or the requirements are not met, a second inspection can be requested.
Deadlines and when you can open
The municipality can object within 60 business days, or 90 business days if the unit is in a containment area. If it does not object, it issues a document with the registration number (RNAL). That document is the only valid title to open to the public, so do not list or advertise the property before you have it. Offering, advertising or intermediating an unregistered property is not allowed, and booking platforms must show the number.
Where new registrations are allowed in Porto
The current rules are in the city's Regulamento n.º 1462/2024 (published December 19, 2024). It splits the city by the pressure ratio of each parish: the share of local accommodation against homes used as permanent residence or long-term rental.
- Containment areas (ratio of 15% or more): Santo Ildefonso, Sé, Miragaia, São Nicolau and Vitória. New registrations are only authorized in listed exceptions, for example new buildings or buildings under works, a whole building or unit vacant for more than three years, or a building rehabilitated in the last two years that rose two conservation levels from a bad or very bad state. The "rooms" (quartos) type can also be authorized. In these areas an inspection always comes before the authorization.
- Sustainable growth areas (ratio under 15%): Aldoar, Bonfim, Campanhã, Cedofeita, Foz do Douro, Lordelo do Ouro, Massarelos, Nevogilde, Paranhos and Ramalde. Each has a maximum number of new registrations.
The classification of a parish can change as the ratio changes, and the city keeps the current ratio and limits on its official site. Check them for your parish before you buy or apply. The accommodation must also be in a building or unit with a valid use permit.
